Key takeaways
- Federal grants pay for a large share of local equipment and technology purchases, especially in public safety, transportation, broadband, schools and water.
- Grant cycles create buying windows: agencies apply, win awards and then must spend the money on a schedule.
- Award announcements are public, which makes them some of the best buying signals available.
- Program rules change. Always check the current notice of funding opportunity on the agency's site.
Why federal grants matter to vendors
Federal money pays for a large share of what state and local agencies buy, especially in public safety, transportation, broadband, schools and water.
Grant programs follow a cycle: a notice of funding opportunity, applications, awards and then a period in which recipients must spend the money. Each step is public. For vendors, award announcements show exactly which agencies have money for your category and a deadline to spend it.

Programs change with appropriations and administrations: amounts shift, rounds are skipped and programs are renamed. Always confirm the current notice of funding opportunity on the federal agency's website.
Direct grants and pass-through money
Some programs award money directly to cities, counties, fire departments or school districts. Others go to states first, which then run their own competitions or formulas for local agencies, as with the State Revolving Funds and BEAD. For pass-through programs, the state agency's plans and award lists are where local buyers show up.
How vendors use grant cycles
- Know the programs in your category and when their rounds usually open and close.
- Watch award announcements from federal agencies and state pass-through programs, and note recipients in your target market.
- Reach recipients early. Grant winners have a scope, a budget and a spending deadline. They need vendors who understand the program's requirements.
- Know the rules. Federally funded purchases must follow federal procurement standards, and infrastructure projects may carry Build America, Buy America requirements.
- Don't steer. Share information freely, but let agencies run their own competitive processes.
