Colombia's procurement framework

Colombia's public procurement rests on Ley 80 of 1993, the main contracting statute, along with Ley 1150 of 2007 and Decreto 1082 of 2015.

Later reforms, including Ley 1882 of 2018 and Decreto 342 of 2019, introduced mandatory standard bidding documents for many procedures. The Agencia Nacional de Contratación Pública – Colombia Compra Eficiente (National Public Procurement Agency) sets policy and runs the national procurement systems.

SECOP II

SECOP II is Colombia's electronic procurement system. Public entities publish and manage their processes there, and suppliers register to submit offers. Past processes on SECOP are a useful way to see which entities buy what you sell.

Supplier registration and the RUP

Colombian bidders generally register in the Registro Único de Proponentes (RUP), kept by the chambers of commerce. Foreign bidders without a domicile or branch in Colombia don't need the RUP; the contracting entity checks their qualifications directly, as Colombia Compra Eficiente confirmed in a June 2026 opinion.

Colombia Compra Eficiente's guide for foreign suppliers lists documents such as proof of legal existence and legal representation from the home country, a power of attorney for the person signing the bid, and financial statements. Foreign documents need apostille and official translation into Spanish. A local branch is required only when the contract calls for a permanent presence in Colombia.

Procurement methods

  • Licitación pública, the general rule for public tenders
  • Selección abreviada, a shorter procedure for specific cases such as standard goods
  • Concurso de méritos, merit-based selection for consultants
  • Mínima cuantía, for small purchases
  • Contratación directa, direct contracting in cases set by law

The Tienda Virtual del Estado Colombiano

The Tienda Virtual del Estado Colombiano is the government's online marketplace, where entities buy through Acuerdos Marco de Precios (price framework agreements) and other aggregated purchasing tools. Colombia Compra Eficiente reported that entities bought about COP 1.13 trillion through the Tienda Virtual in April to June 2026.

The US-Colombia TPA

USTR lists the US-Colombia Trade Promotion Agreement among US free trade agreements with government procurement obligations. Coverage depends on the entity and value thresholds.
