Key takeaways
- There are 127 TAA designated countries (plus the United States), per GSA's lookup table and FAR 25.003.
- A country qualifies through one of four groups: the WTO Government Procurement Agreement (47), free trade agreements (17), least developed countries (47) or the Caribbean Basin (21). Some countries are in two groups.
- China, India, Vietnam, Malaysia, Thailand, Indonesia, the Philippines, Brazil, Türkiye and the UAE are not designated countries.
- Products on a GSA Schedule contract are subject to the TAA. The country of origin is where the product was made or last substantially transformed.
- List checked November 2, 2026 against GSA's table (last reviewed March 21, 2025) and the eCFR text of FAR 25.003.
What the Trade Agreements Act requires
The Trade Agreements Act of 1979 (TAA) limits covered federal purchases to US-made products and products from "designated countries," the countries the US has trade agreements with for government purchasing. A product's country of origin is where it was wholly made, or where it was last substantially transformed into a new product. The rules are in FAR Subpart 25.4 and the list of designated countries is in FAR 25.003.
For vendors, the TAA matters most on GSA Multiple Award Schedule contracts, which GSA says are subject to the TAA, and on other federal contracts above the trade agreement thresholds. If your product is made in a country that isn't on the list below, you generally can't offer it on those contracts.

TAA countries in the Americas
For companies in Latin America and the Caribbean, the TAA status of the home country often decides whether they can sell on federal contracts. Designated: Antigua and Barbuda, Aruba, Bahamas, Barbados, Belize, Bonaire, British Virgin Islands, Canada, Chile, Colombia, Costa Rica, Curacao, Dominica, Dominican Republic, El Salvador, Grenada, Guatemala, Guyana, Haiti, Honduras, Jamaica, Mexico, Montserrat, Nicaragua, Panama, Peru, Saba, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Sint Eustatius, Sint Maarten, Trinidad and Tobago. Not designated: Argentina, Bolivia, Brazil, Ecuador, Paraguay, Suriname, Uruguay, along with Cuba and Venezuela.
If you're entering the US public sector from one of these countries, see our guide to selling to the US government as an international company and our country-by-country market entry guides.
TAA vs. other domestic-content rules
- Buy American Act: a preference for US-made products on federal contracts below the trade agreement thresholds.
- Build America, Buy America (BABA): applies to infrastructure projects funded by federal grants, often bought by states, cities and utilities. See selling water technology to government.
- Berry Amendment: requires US-made clothing, textiles and food for Defense Department purchases. See selling uniforms to government.
For how these rules play out by product type, see selling to government by category.
