Key takeaways
- The federal government runs the biggest fleet in the country: more than 670,000 vehicles in 2023, according to GSA.
- The U.S. Postal Service alone had 262,740 vehicles at the end of fiscal 2025, and it is replacing much of its delivery fleet through 2028.
- California manages about 50,000 state fleet vehicles and pieces of mobile equipment; New York City runs the largest municipal fleet, at 28,748 units.
- Fleets count different things — on-road vehicles only, or vehicles plus off-road equipment — so each figure below says what it measures.
Largest government fleets
Large federal, state, county and city fleets with the size each reports. Because fleets count vehicles and equipment differently, the list is ordered by reported size but isn't a strict ranking. Search by name or state.

The federal fleet
- GSA reports the federal fleet had more than 670,000 vehicles in 2023, drove over 4.6 billion miles and cost $5.5 billion to operate (GSA).
- In the fiscal 2022 data, USPS made up about 36.7% of the federal fleet, civilian agencies 36.6% and the military 26.7% (GSA Federal Fleet Boot Camp).
- Agencies report their inventory, costs and fuel use every year through the Federal Automotive Statistical Tool (FAST); GSA publishes the results as the Federal Fleet Report.
- USPS plans to bring in about 106,000 new vehicles by 2028, and more than 35,000 were on the road by December 2025 (USPS Link).
Selling to government fleets
Fleet managers buy vehicles, upfitting, parts, tires, fuel, telematics, charging, fleet software and maintenance services. Most purchases run through replacement plans, cooperative contracts and state contracts rather than one-off bids.
- Find the real buyer. Central fleet departments (DCAS, 2FM, General Services) usually write specs, but police, fire, sanitation and utilities often control their own budgets.
- Time it to the replacement plan. Most fleets replace vehicles on age and mileage schedules set in the annual budget; the purchase list is often public.
- Get on the contract vehicle. State contracts, Sourcewell, GSA Schedules and other cooperative contracts are how many fleets buy without a new bid.
- Bring total cost of ownership. Fleet managers are judged on availability and cost per mile; data beats feature lists.
